It's just a proposal Brad made to create something called a charter for communities -- which is essentially just the stuff that most communities put in their user info anyway, telling what the community is for and letting potential members know what is or is not permitted in posts; and then setting some fairly specific standards for dealing with users who violate the charters. It's about troll control, essentially. My comment pointed out that in many cases, community problems have as much to do with the way some communities are administered as they do with abusive users. Essentially, I said that the tools provided will only be as effective as the people who use them (or fail to use them.) Then I made a suggestion for some sort of specialized support system for floundering community admins and mods, where they could get advice from their more successful peers. My comment got no replies. Maybe it was irrelevant. Maybe it was just too long, or too far down the page, and nobody read it.
